Hines and Oakwood Improvements

Substantial road improvements are coming to East Hines Street and North Oakwood Avenue.  This page will be used to provide current and detailed information as well as allowing access to pertinent project details. 
Current Stage of the Project: Completion of Preliminary Plans

For the next several weeks, engineers will be finalizing a complete set of preliminary plans. This plan set will include Plan and Profile Sheets, Right of Way and Easement Plan Sheets, Cross Sections, Construction Limits and Construction Cost Estimates. 

The incremental processes that have been completed prior to this point include: 
  • Public Involvement
  • Hydrologic Studies 
  • Environmental/Historical  Review (Haz Mat, wetlands, historical artifacts, farmland, endangered species)
  • Geotechnical Investigation
  • Field Survey
  • Preliminary Utility Coordination
  • Project Scoping
Once completed, the Preliminary Design Phase Documents will be submitted to MoDOT to verify conformance with Federal Highway Administration requirements. 
Public Meetings
From June 7 through June 15, public comments and questions were solicited through this project web page. Residents and other interested parties utilized a simple email link to communicate their thoughts to project managers. 

On June 2, a Public Meeting was held at the Community Center on the proposed roadway improvements to East Hines Street and North Oakwood Avenue.  Representatives from the City as well as Olsson Associates, the engineering firm designing the project, presented numerous illustrations  of the proposed improvements and answered questions posed by the attendees.

Overview
Growth along East Hines and North Oakwood has dramatically increased vehicular traffic along these corridors over the last decade. Road improvements can increase both safety and efficiency.  This area has a substantial amount of undeveloped commercial property and road improvements can also reasonably be expected to result in economic development. Planning and design will occur in 2016 and early 2017 with construction expected to begin in the second half of 2017.  Based on an analysis of preliminary costs and available funding, the initial project limits have been defined as shown in the map inset below. 
Project Scope and Limits
This project will widen Hines and Oakwood within the project limits to a three-lane street with curb and gutter. Sidewalks will be added to provide a continuous pedestrian way through the area. The intersection of Hines and Oakwood will be improved to provide left-turn lanes for all directions.
