Building Codes Adopted by the City of Republic 2006 International Building Code: Governs commercial buildings The permitee or contractor is responsible for initiating all inspections. To request an inspection, contact the Inspection Line at 732-3170. Inspections can be made on this automated line anytime day or night. Inspections will be scheduled as follows: Footing and Foundation Wall: If advanced notice is not possible, these inspections must be scheduled no later than 8:00 a.m. of the same day concrete will be poured. Scheduling a re-inspection is required if deficiencies are found during the initial inspection. Re-scheduling is the responsibility of the contractor. The following stages of residential construction will require an inspection:1. Footing Inspection: This inspection is required prior to placement of concrete and after the footings are dug, forms are set, and all reinforcing steel is in place. 2. Foundation Wall - Basement Wall: This inspection is required prior to placement of concrete after all forms are set; and reinforcing steel is in place. 3. Plumbing, Mechanical and Electrical Rough-in Inspections: This inspection is required prior to the placement of insulation and sheet-rock. 4. Framing Inspection: This inspection is required once the framing, roof, fire stopping, draft stopping and bracing are complete. This inspection must be conducted prior to the placement of insulation and sheet-rock or wallboard. An Insulation inspection must be scheduled prior to drywall. 5. Sewer Service Inspection: This inspection is required for each sewer lateral installed and is performed by a representative of the Public Works Department. This inspection must be conducted prior to back filling. To schedule this inspection contact the Public Works Department at 732-3400. 6. Water Service Inspection: This inspection is required for each water lateral installed from the meter pit into the house and is performed by a representative of the Public Works Department. This inspection must be conducted prior to back filling. To schedule this inspection contact the Public Works Department at 732-3400. 7. Gas Inspection: This required inspection and pressure test is conducted at the rough-in stage before the furnace or appliances are installed. A gas inspection will be conducted, upon request, from Missouri Gas Energy (MGE) by calling 1-800-446-7409. 8. Electric Service: This inspection is usually performed at the rough-in stage when all other rough-in inspections are performed and once the panel, meter base, secondary wiring, ground wire and grounding electrode are installed. Passing services will be turned over to Empire Electric for a meter set. The contractor will be informed of all services that fail inspection and will be responsible for scheduling follow up inspections in order to get a permanent meter set by Empire District Electric Company. Empire Electric will not set a permanent electric meter without notice from the City of Republic that the service has passed inspection. 9. Backflow Device: A backflow device must be installed on all residential structure pursuant to the International Plumbing Code. Please contact the Public Works Department for additional information or to schedule an inspection at 732-3400. 10. Insulation Inspection: 11. Final Inspection: This inspection is required after all construction is complete and all landscaping and grading requirements have been met. In addition, all public improvements (sidewalks, water valves, etc.) serving the building lot must be undamaged. (Chapter 500, Article II, Section 500.040, D). Imminent financial closings are not considered an emergency. A lack of planning by the builder will not be considered an emergency by the Building Inspector. Financial closings must be scheduled well in advanced of the final inspection in order to allow the builder time to correct any possible deficiencies and schedule a follow up inspection Certificates of Occupancy - Occupancy will not be permitted before a final inspection has been completed and a Certificate of Occupancy has been issued. Occupancy without a Certificate will result in the issuance of a citation by the building inspector and, with a guilty verdict, could result in a fine of up to $500 a day. Each day a building is occupied without a Certificate of Occupancy is considered a separate offense. In addition, a Certificate of Occupancy will not be issued unless all public improvements (sidewalks, water valves, etc.) serving the building lot are undamaged. (Chapter 500, Article II, Section 500.040, D). Temporary Certificates of Occupancy - A Temporary Certificate of Occupancy can only be issued after a final inspection has been completed. The 2006 International Residential Code allows for the issuance of a Temporary Certificate of Occupancy, at the discretion of the Building Inspector, only if all safety considerations have been met to the satisfaction of the building code. Plumbing, Mechanical, and Electrical Rough-In Inspections can be performed separately at the contractor's request or they may be done in conjunction with the Framing inspection.
